KE: Magandang umaga po Asec. Salacup!

SS: Magandang umaga at napapakinggan ko ang inyong talakayan!

KE: Si Ate Joee, si Kuya Marlo at Ms. Tea!

SS: Magandang umaga at tama po ba naririnig ko yung bawal tayong magtrabaho?

KE: Sa 41 nations na binabanggit ho ng ating director na si Jedah Legaspi. Pero bago ho tayo magpunta roon ay tanungin ko ho muna sa inyo kasi nung isang araw ko pang gustong tanungin ito. Nung bago ho bang mag-undas ay tumaas ang bentahan ng kalabasa?

SS: Ang gulay ho after Quiel at Pedring ay talaga hong sumipa ang presyo ng gulay kasama na po yung kalabasa. Not necessarily because of the Halloween.

KE: So wala talagang tradition dito sa atin na gumagamit ng kalabasa kasi sa America pumpkin ang tawag diyan, na talagang nakikita natin na ginagamit nila?

SS: Ang nabalitaan ko sa DTI medyo ang marami ang nabili ay yung candy yung pangbigay sa mga bata sa trick or treat. Pero yun pong kalabasa hindi namin nabalitaan yun but generally tumaas ho yun. Good news ho this week ay nagno-normalized na po ang ating supply ng kagulayan. Mache-check niyo ho yan sa kapalengkehan.

KE: Mula sa patatas hanggang sa kangkong.

SS: Tama po yan dati ay nasa P100 pataas ang per kilo right after the two typhoons ngayon nagra-range na lang ng P60-P70 per kilo. This is basically 2nd semester prices ng ating vegetables o that is the good news.

KE: Asec. Salacup nagbigay po ng panawagan ang DTI si Usec. Zeny Maglaya na yan na nga simulan na ang pamimili sa Noche Buena. Ano po ba ang magiging trend talagang po bang tataas ang presyo ng manok at baboy?

SS: Sa martes po, holiday na naman sa lunes, sa martes nagpatawag po ng pulong si Sec. Alcala sa ating magma-manok at magba-baboy. Isasama na ang market administrator at mga biyahero and other stakeholders nitong ating agricultural commodities. In preparation for the Christmas holiday alam naman po natin ang paboritong hinahain ng ating mamamayan lalo na sa kapaskuhan ay una itong karneng baboy. 2nd ay karneng manok kaya nga po sila ang mga priority sa martes para i-assure ang ating publiko na meron tayong sapat na supply. Traditionally talagang nagkakaroon ng increase in demand dito po sa dalawang commodities na ito. Private sectors anticipate also kaya ia-assure ng mga stakeholders natin on Tuesday kung anong supply levels this particular week up to the buildup dito po sa Christmas period natin.

KE: Asec. kung meron tayong sapat na supply pero patuloy pa rin sila sa pagtataas sa presyo nito. Halimbawa yung halaga ng manok mapapanagot po kaya sila?

SS: Ganito po yan kasama po sa pagpupulong ay pag-uusapan kung kinakailangan magkaroon ng suggested reference price hindi ho kami sa agricultural commodities, hindi ho kami nagfi-fixed ng prices. Kasi nga po very variable ang agricultural commodity iba-iba ang inputs ang ginagamit diyan, hindi kagaya ng manufactured goods. Like for example sardinas computed kaagad yung presyo ng delata yung presyo ng pang-sahog sa loob nun nako-compute nila yan. Pero sa agricultural commodity pag fresh product po yan price bond ang pinag-uusapan namin diyan. And historically naman po we only did this during the period nung bagyong Ondoy tandaan po natin na sinalanta din ng bagyong Ondoy ang mga broiler and piggeries dito sa Region 3, 2, 1, 4-A. Kaya nga po during the Christmas period of 2009 nagkaroon kami ng reference price bond. Pag-uusapan po namin yan if there is a need na kailangang i-monitor naming mabuti at displinahin ang mga stakeholders kaya nga po aalamin namin ang current supply levels during the first two weeks of Nov. until the build up for the Christmas period starting Dec. 1 to the 2nd week of January 2012. Yun po ang major topics na pag-uusapan namin dito sa pagpupulong sa Nov. 8.

KE: Bukod po dun sa mga meat products meron pa kayong particular na produkto na binabantayan ngayon Asec.?

SS: Actually after the two typhoons ang tinignan naming mabuti ay yung gulay sa reported area this morning na slowly nagno-normalize supply levels. Ang fish naman po right after the Christmas holidays ang tendency ng Filipino consumer ay mag-shift sa isda after all those fatty foods nagshi-shift naman po sa fish. So right after Christmas ang binabantayan naman namin ay ang fish sa supply natin. But fortunately there were very minimal damages to our fishpond and fishpen in Pangasinan, Tarlac, Pampanga at agad-agad naman po ang Bureau of Fisheries and Aquatic Resources ay nagbigay ng suporta sa ating mga fisher folks para agad na maka-recover sila sa kanilang production. Particularly doon sa fishpond lalo na ang tilapia, bangus as reflected in our market monitoring this morning very stable naman ang supply at price levels na-maintain naman po ang price level ng tilapia, bangus doon po sa normal price levels natin.

KE: Pero marami hong mga nagrereklamo ngayon Asec. yung mga gumagawa ng feeds kung bakit hirap na hirap silang maghanap ng supply ng mais. Gayun ang ani naman nitong huling anihan ay mas mataas ng kung hindi ako nagkakamali 37% kumpara sa ani nung nakaraang taon sa kaparehong panahon?

SS: Okey tama po yan nire-review nga ho ng ating corn program ang ating performance for the last quarter of this year. Tama po yung statement ninyo na for the first 3 quarters of 2011 we out performed  the production levels of palay and corn. At unfortunately ito pong nangyaring Quiel at Pedring ina-asses po naming mabuti kung ano pa  yung mare-recover doon sa medyo na-damage ng dalawang bagyong ito. And yes we received informal communication from the Phil. Assn. of Feed Millers whose President is Dr. Norman Ramos. Yan nga po our corn program Dir.  si Asst. Secretary De Luna is already reviewing the capacity ng ating production area particularly dito po sa Mindanao. Kasi nga po ang isa naming inoobserbahan mabuti tama ho yun medyo may kataasan po yung mais.

KE: Ang nirereklamo po Asec. ay yung mga negosyante ng mais diyan sa Cagayan province?

SS: Kaya nga po ganito ang sitwasyon there are also corn supplier from Mindanao so we are encouraging and I Know Asec. De Luna is communicating with all those traders ang biyaheros to bring in the supply to the Batangas port. Yun ho yung mga kailangang i-asses nating mabuti kasi nga po ayaw di naman naming payagan na dumating itong mais na ito na hinihingi ng mga feed millers in fact it’s not only the feed millers who questioned this also the hog producers. And I understand some chicken producers na magpasok sila on a certain zero tariff level pero ang gusto naming ipahiwatig dito sa mga nagre-request pag-usapan natin kailan ang arrival. Pag pinayagan namin yan at dumating po yung shipment na yan during the harvest perios ay kawawa naman po ang ating mga magsasaka ayaw nating mapunta sa ganung sitwasyon. Kaya ina-asses ng mabuti ni Ed De Luna kung saan pa ang possible sources and the forth coming harvest n gating mga corn farmers. Kasama po yan sa decision making and hopefully 1st or 2nd week of Nov. meron na ho kaming final decision whether to accommodate that or to encourage purchasing from our local supplier.

KE: Wala bang hoarding na nangyayari?

SS: I don’t know with Asec. De Luna kasama ho yan sa investigation na ginagawa nila. Kasi nga ho we have to flush out in the market alam ho natin may magsasamantala ho diyan. Kasi nga po normal buying day nasa P12.50 mataas na  po ang P13.00 per kilo but the past 2 weeks  P15.50 nga daw po lumalabas ang bentahn ng mais.

KE: Kung may nagho-hoard ho siguro ay sampolan na ho natin kasuhan na agad sapagkat naituturing yan na pagsabotahe sa ekonomiya.

SS: Economic sabotage po yan, magandang suggestion po yan. I will report this to Asec. De Luna I’m sure it’s part of his strategic planning na talagang mailabas ang karapat-dapat na supply ng ating mais. And proper review and evaluation of forthcoming harvest it’s very very important. We don’t want a situation na bumagsak ang prices to the sacrifice of our corn producers.

KE: Tungkol naman sa bigas dun ako natatakot, alam niyo naman very Pinoy kailangan may sinaing?

SS: Alam po natin yan in a report of Adminsitrator Lito Banayo NFA Administrator to Sec. Alcala up to this week level we have around 72 days buffer stocks. And of that 72 ang sa NFA po diyan ay nasa 37 days. So available po ang ating bigas bagamat may konting damage po sa Region 2 and 3 stiil we are very safe to have that basic stable of ours available to the end of the year. At sa commercial level naman balanse ng 37 days ay available naman yan sa ating mga commercial millers. Our review of the prices for the past 2 weeks tama naman po yung stability ng supply natin na nandiyan po ang price levels from P28 to P31 eto po yung pinakamurang commercial rice variety. And it’s been that price level since the past year kaya nga po very confident ang ating NFA administrator na available po ang ating basic stable na bigas. Ngayon I’m sure Joee na itatanong mo paano po next year ganito po yan ina-asses po namin together with our Usec. for Operation yung planted rice production area natin. Kasi po Mindanao is already ready be harvesting the middle of Nov. and parts of Dec. and of course sa nangyaring damage sa Region 2 and 3 meron na po tayong support mechanism  for the provision for feeds and other inputs such as fertilizer, for our farmers to recover immediately doon sa mga nasalanta ng bagyong Quiel at Pedring. Ngayon po ina-asses po namin standing crops and projected harvesting to give us a picture of how much we will be sorting from abroad for the coming 2012. It is the fact that we will be importing the amount or the volume ay ia-asses po ngayong Nov.

KE: Importation is inevitable?

SS: It is part of our plan the very-very reduce level as compared to the previous years. In fact ang vision here is by the end of 2013 we should not be importing rice for the following year which is 2014. Maraming self sufficiency target is for rice particularly is by the end of 2013. So 2012 talaga naman pong nakaplano meron pa rin po tayong aangkatin. But is what to exact volume malalaman ho siguro natin by the first week of Dec.

KE: Magandang assurance yan na kahit papano stable pa naman ang supply bigas although may importation tayong konti for 2012?

SS: Hindi ho naman namin inalis na talagang kailangang mag-import for this year we imported 860,000 metric ton a big difference from the previous years umabot pa nga po ng  2 million metric ton. So this year 860,000 metric ton and of course as we fully assess the damage of Quiel and Pedring then we will announce the volumes for 2012 importation.

KE: Asec. ano naman ang gusto niyong pang Noche Buena?

SS: Traditionalist po ako, I would like native foods. I would like to encourage our listeners and our citizens tangkilikin po natin ang produktong Pilipino yung native suman, puto at lalo na yung pag new year kailangang may bilog sa hapag kainan. We are encouraging local and native fruit huwag po yung imported mas gusto ho natin ang ihanda natin ay produktong itinanim at inani ng magsasakang Pilipino. Lalo na sa kapaskuhan and as we celebrate the welcoming of the new year kailangang tangkilikin natin ang produktong Pilipino.
